The Concept of Unitary Government
Unitary Government is a model of governance that has never before been discovered or implemented anywhere in the world. The physical and political strength of a nation, as well as the source of its wealth, is its citizens. Therefore, in order to build a welfare-oriented life that ensures the satisfaction and protection of every citizen, Unitary Government offices equipped with computers will be established by grouping every ten families together.
Each individual will be assigned a permanent code number that identifies the person along with their family, Unitary Government, local self-government body, Grama Panchayat / Municipality / Corporation, Taluk, District, and State. This code number will remain permanently with the individual.
Based on this code number, personal information that the government must know and issues that require government assistance for resolution will be recorded in the computer system of the Unit Office. However, personal details that must remain confidential, such as medical reports, need not be entered into the computer system. Instead, such information may be recorded in a personal diary kept by the individual, and when necessary the issue can be brought to the attention of the responsible government agency for resolution. In this way, the privacy of citizens can also be protected.
At the same time, personal information that the government must know and address without delay—while acting in its role as the protector representing the collective strength of the citizens—must be recorded in computers and integrated within a specialized computer network connecting government institutions.
For example, the following details of each individual may be recorded:
• Name
• Address
• Photograph of the individual
• Photograph of the house
• Family photograph
• Food habits
• Clothing
• Education
• Occupation
• Date of birth
• Fingerprint
• Phone number
• Physical living facilities at home
• Means of livelihood
• Loans
• Debts
• Legal cases
These details will be recorded so that the government can assist in resolving related issues.
Every individual in the world is biologically unique. Therefore, a system that identifies each person individually at their place of residence, recognizes their abilities, needs, grievances, and circumstances accurately, and provides them with the knowledge, capability, and environment necessary for living is the Unitary Government system.
Structure of the Unitary Government
A Unitary Government will be formed by grouping ten neighboring families together. For geographical convenience, one or two families may be added or reduced from a unit if necessary.
All citizens above 18 years of age within the unit will have equal rights.
This Unitary Government will not have an elected or unelected permanent leader or leadership. When the Unit Committee meets each month to discuss matters related to individuals or the community, the chairperson will be selected according to seniority from among citizens above 18 years of age, on a rotational basis.
The committee will receive guidance and assistance from trained government employees who visit the Unitary Government office daily to collect and update personal information.
Unitary Governments will function completely free from party politics, as mandated by law, and will operate as a model of a neutral human community. During general elections, candidates and their supporters will not be permitted to enter the Unit Committee meetings even for the purpose of requesting votes.
Although party politics is essential for a democratic system, the Unitary Government system alone will remain outside party politics. Its goal is to create and maintain a human society based on mutual love, equality, and poverty-free coexistence, without considering caste, religion, communal divisions, or economic inequalities.
Benefits of Implementing Unitary Government
If Unitary Government is implemented, the following benefits can be achieved:
• Basic needs such as food, clothing, housing, education, and health can be studied and addressed directly at the homes of individuals.
• Welfare activities among the public can be carried out impartially, without corruption, nepotism, or political bias.
• Since changes in personal information are identified and updated daily, separate census operations will not be necessary.
• When a person is born, their name and code number can be immediately added to the citizenship register. When a person dies, their name can be removed and a death certificate issued without requiring visits to government offices.
• Every citizen can be automatically added to the voter list upon reaching 18 years of age, and the names of deceased persons can be removed immediately, ensuring an accurate voter list. Using the individual code number will also help eliminate duplication and fraudulent entries, thereby ensuring fair democratic elections.
• Since all Unitary Government offices are connected to the government computer network, it will not be possible for fake citizens to enter the system with fraudulent identities.
• Because government representatives visit Unitary Government offices daily to carry out official procedures, it becomes difficult for unauthorized individuals to enter the community and create social problems.
• Since individual problems are identified and addressed through Unitary Government offices, mental and physical health problems can be reduced, and careful intervention by government representatives can significantly reduce law and order issues.
• Awareness programs conducted through the Unitary Government system regarding public issues can promote personality development and social justice, creating a peaceful social environment.
• As life’s hardships are reduced through government actions and awareness programs, religious superstition and extreme communal divisions will decrease, leading to a better social atmosphere.
• Various forms of abuse against vulnerable groups such as the elderly, women, and children—even within families—can be identified and addressed with the help of psychological experts.
• Individuals who are unemployed can be provided with skill-based training and employment opportunities, enabling them to generate income.
